The perpetrator is likely still in New Orleans. Texas was the number one place where displaced New Orleanians sought refuge after the storm, a lot of them have since returned -- but with Texas plates.
The problem is that a Texas plate will yield an old Texas address - so it's imperative that we track this car on the streets of New Orleans. The good news is that the police will at least be able to attach a name to the plate number. Of course, the car may very well be stolen.
I'll wager he's still in the south, here in Plague Town. They always, eventually wind up here. Plenty of hit and run drivers in this place. Along with plenty of other sociopaths.

This was my reasoning too, but then I realized the gulf between a good guess and something definitive -- which is why I came back and added the sentence.
It's a very good thing the police have the tags. Believe me, they will hunt the perpetrator down and arrest him, even if the tags don't necessarily belong to him. It might take some time but they will eventually get him, or her.
I just thought of something: perhaps you could contact police departments in all major metropolitan areas and give them this information. You can perhaps email the tag pic itself to various metro divisions. Contact news stations. See what happens.
Another thing, contact America's Most Wanted and report the crime, car, and tags. If this info goes out over AMW, it's almost as good as a nationwide bolo.
